Doug Mogoi
President & Founder
Douglas Mogoi brings over 20 years of expertise in environmental health, chemical safety, and energy sector compliance, with a leadership career spanning laboratory science, solar energy, and industrial health oversight. He currently serves as an EHS (Environmental Health & Safety) Specialist and previously held senior positions with OCI Solar Power, Veritech Labs, and San Antonio Testing Labs. His past roles include Environmental Health and Safety Specialist, Chemical Analyst, and Lab Safety Manager, reflecting a comprehensive understanding of compliance, risk mitigation, and sustainable energy operations.
Douglas has worked in both New Jersey and Texas, including a key role in Abilene and McCamey overseeing environmental safety for a major solar installation project. It was during this tenure that he personally recognized the region’s severe lack of workforce and transitional housing—a problem that directly inspired the founding of the Westex Housing Initiative. His technical background and firsthand connection to the region’s housing crisis uniquely position him to guide the organization’s early-phase development and community engagement efforts.

Kent Wyland
Board Secretary / Chairman
Kent Wyland is a funding strategist and consultant with over 25 years of customer engagement and operational planning experience. He spent the past 3 years studying and actively participating in the field of grant writing, with approximately 15 months as a dedicated freelance consultant. Kent is the founder of Wyland Grant Consultation Services and a member of the Global Grant Writers Collective, where he offers research, strategy, and execution services for nonprofits and civic projects.
His current clients include local governments, veterans’ organizations, and startup nonprofits pursuing workforce housing, transitional living centers, and IRS-recognized charitable programs. He brings strong project planning, writing, and stakeholder communication skills to the Board of WESTEX Housing Initiative, where he also leads compliance and development support.

Jeremy Gutierrez
Board Treasurer (Interim)
Jeremy Gutierrez is a seasoned executive in the 340B pharmaceutical space with deep knowledge of federal compliance, partner engagement, and program execution. He currently serves as Vice President of Pharmacy Network Development at Aventi Health, a firm providing 340B compliance and support solutions to over 300 covered entities and 1,000+ pharmacies. Jeremy oversees national network growth, pharmacy partnerships, contract negotiation, onboarding, and regulatory alignment within a highly complex sector.
His prior roles include leadership positions at Secure340B, 340Basics, and CaptureRx—all top vendors in the 340B administrator space. These positions required building networks across independent and chain pharmacies, managing claim reconciliation processes, and supporting covered entities like FQHCs, rural hospitals, and specialty clinics. His industry reputation is built on strong regulatory fluency, national negotiation experience, and insight into evolving manufacturer and HRSA policy requirements.
Jeremy holds a Bachelor’s degree in Business and brings extensive real-world understanding of how compliant, cost-effective healthcare solutions can be scaled through mission-aligned partnerships.

Board Governance & Commitment
Voluntary Service
All current board members serve voluntarily without salary, stipend, or per diem. This commitment ensures that resources are directed toward the organization’s charitable mission of expanding affordable housing access.
Conflict of Interest Policy
Westex Housing Initiative maintains strict conflict of interest policies to ensure all decisions serve the organization’s charitable purposes. Board members with potential conflicts recuse themselves from related votes and oversight activities.
Reimbursement Policy
During the startup and launch phase, the President may receive reimbursement of up to $9,000 per year for personal expenses incurred in support of organizational activities (vehicle use, supplies, program support). All reimbursements must be pre-approved or retroactively approved by a majority of non-interested board members and supported by receipts or equivalent documentation.
