Our Story
Westex Housing Initiative was founded to address an urgent and growing need: the lack of affordable, quality housing for working families in rural West Texas communities. Starting in McCamey, Texas (Upton County), our organization emerged from a vision to transform underserved areas through innovative housing solutions that promote dignity, stability, and economic opportunity.
Founded by Doug Mogoi, an environmental health specialist in the energy field, and his partner, Kent Wyland, a grant writing consultant and funding specialist, Westex Housing Initiative combines practical business expertise with a deep commitment to community revitalization.

Doug Mogoi, President & Founder
Doug Mogoi is President and Founder, using 15+ years of experience to lead innovative workforce housing solutions in West Texas. He focuses on sustainable, community-driven development and strategic partnerships. His leadership is rooted in revitalizing rural communities through affordable, scalable housing models.
Kent Wyland, Executive Director
Kent Wyland, Executive Director of Westex Housing Initiative, specializes in grant strategy and nonprofit consulting. He oversees grant acquisition, compliance, and community outreach to ensure long-term impact. Kent secures diverse funding to serve working families and energy sector employees in rural areas.
Jeremy Gutierrez, Board Treasurer
Jeremy Gutierrez, Interim Board Treasurer, provides crucial finance and operations expertise for Westex Housing Initiative’s launch. He manages budgeting, financial compliance, and transparent fiscal oversight. Jeremy serves on a voluntary basis, ensuring strong financial accountability and organizational growth.

Phase I: Foundation & Pilot Projects
We begin by establishing a strong organizational infrastructure, securing initial funding, and launching pilot projects in McCamey, Texas. Our innovative use of modular and container-based construction methods sets the stage for success.
Step 2
Phase II: Expansion & Scale
With proven models and secured funding, we expand to additional sites across West Texas. Our focus is on developing larger-scale workforce housing communities, complete with enhanced amenities and services to support residents.
Step 3
Phase III: Replication & Leadership
We aim to share our successful models with other underserved regions, creating a scalable blueprint for sustainable, community-driven affordable housing development across the nation.
Geographic Focus
Our primary service area is McCamey, Texas, located in Upton County, and the surrounding communities of West Texas. This region is at the heart of our mission to provide affordable, high-quality housing solutions. As we continue to grow, our future expansion plans include replicating our successful housing models in similar underserved rural regions across Texas and beyond. By focusing on these areas, we aim to address the unique housing challenges faced by communities impacted by energy sector growth, limited housing inventory, and economic instability.
